Instead of making it blow off like a breaching charge does to a regular door, the breaching charge could just unlock it so you can open it

All the breaching would be able to do would either permanently delete it (probably not gonna happen) or simply force it to open. I don't think it is possible to delete it for a bit and then respawn it without respawning the whole map like you can with doors

having the Breaching SPAS 'break' the lock of the garage door so that the door just opens would work much like how trisha's launchering the door does, it just opens the door and the owner of the base has to close the door via the button again

The door doesn't open because the Trisha launcher is special, the door opens because the explosion triggers the button on the other side. This also works with sticky nades, c4. timebombs. If you use any of these I don't think it's needed as there are easier alternatives. The reason explosions work is because any damage or projectile hitting near the door will toggle it either open or shut.
