I suggest we remove the "50 warns is a permaban" thing. I feel as a warn should be just that, a warn. For people like me who play for long times could get warns over time. Granted I haven't had a warn in a while now (Scratch that thanks albino). But what I'm trying to say is that we all make mistakes and warns build up, good people could be permabanned for just, being human. This wasn't meant to be turned into a paragraph but it did, so read it XD. Its just my suggestion though.
50 warns isn't an instant permaban. If you have 50 warns and continue to cause trouble, you will be permabanned. It's just a way to ban players who continually cause trouble.

Add in turrets or something (I recommend J.I defense solutions, it's a hefty addon, but worth it for the content). It would incourage RP with the fact that a person's base can defend itself while they're away. Or you could just make a fortress, that'd be fun too. Raiding would be interesting, as you'd have to plan ahead and actually use some tactics. Also, this way, people without $200 custom classes actually stand a chance against raiders.

I don't think switching to evocitys a good idea it does kill servers. However this map https://garrysmods.org/download/71/rp-downtown-v4-exl is EXACTLY like downtown but has the sewers and a very nice suburb area and that's it.
If this really has everything that rp_downtown_v4c_v2 (our map) has, plus those two, I possibly +1 this.

History lesson by Cullen:
After WW1; Germany was fucked by the treaty of Versailles (Don't quote me on the name of this treaty). During this time, America was going through the Great Depression and Germany was 10x worst. Literally the treaty took away Germany's Economy, Military, and land. Germany decides to print money and gives the money to the people. This idea was retarted because the money is now inflated, which means money isn't worth anything. While this is going on a third Reich was growing, which is the Nazi party. The leader of this party was named Adolf Hitler. He promised the people that he would make Germany great again. (Donald Trump) Since Germany was in a terrible Depression, all the people had left was to believe him. When Hitler came to power, he started to blame the Jewish religion for all the stuff that caused the depression, so concentration camps started and basically WW2 started.
Soooo....
In conclusion to my history lesson, Hitler having his own custom class is stupid, but the corrupt is basically Hitler.
He didn't terrorize the people...
He didn't take over Germany...
The Nazi party was very open about their anti-Semitic stance. Hitler had always openly blamed the Jews for what had happened.

How about drones? Not for combat, but for espionage.
For example, a raider could see a base he likes, gets his drone and flies it in to see what loot they have.
Another example, a specialised PD job pilots special nano drones (almost silent and with a very small red light) to catch criminal activity. So say if a drug deal was taking place, the drone could fly over, identify the players, and then the PD could want them.
P.S: Take a look at my portal storm suggestion 1 or 2 pages back. That could be a good idea as well.

I had an Idea.
You know in Planetside 2, they have a territory map? How about we re-create this? Like for example, if different members of a party owned different houses, they'd show as owned by the party. If a party owned a megabase, that'd show as well. This would also apply to regular players.
I made a shitty concept here (I'm guessing that the full idea would look much cooler):
