Bug Description: Well, the Tranq M9 is used for kidnapping right? I use to use them a lot and now when I try to use them they dont work anymore. I tried for about 15 mins straight trying to kidnap someone. Your suppose to hit someone in the back of the head and they will get kidnapped or will eventually get kidnapped but that doesnt happen anymore. How to reproduce: Get a tranq m9 and try to kidnap someone Priority: (High)

This was a thought a while back. Some people said that it was suppose to be added and then it was just forgotten and no one said anything about it. Glad someone brought the idea back though. Me and Speedy I think was talking about how it should be like chemical hoses. You dig through a dumpster and theres a 5 minute cooldown and you can only use that dumpster 5 times. Theres also would be different dumpster locations. Something like that. +1

people who just apply and they are very inactive on forums and barely known in game should have less of a chance to get accepted. People who are active on forums, make theirselves known more in game will give staff knowlege or backround of how they are, making a more accurate decision. I just say stop accepting random people who have a decent application
