Common sense applies with where you can build but you can build in any district. You should not be blocking important areas/peoples bases/or npcs. Scenic/decorative builds must not be obtrusive or cluttering the street too much. If this is the case staff will ask you to fix the build.

Only fill out reports for serious offenses like Mass Offenses(3+)/Exploiting/Cheating/Extreme Toxicity/Racism/Homophobia/Transphobia/Anti-Semitism/Scamming/FDA in a raid/Repeated Priors/Player Toxicity/Illegal Threats or Discussions or Accusations/Staff Rule Breaks/Other things that can hold harsh consequences. There may be exceptions in allowing lighter offenses as reports if it is deemed necessary. Even after he got wrongfully kicked it didn't fix the problem if I would have reconnected this whole situation prolly wouldn't have gotten so out of hand.
