I am working on trying to resolve the issue but I need some more information. What state do you live in? How often does this happen to you? If this does happen to you, can you please download http://winmtr.net/winmtr_download/ and put in the server IP (208.103.169.23) without the port then either send me a picture or post a picture here of the results after 15 seconds?
