Your steam account is private meaning we can't see your hours or anything else about your profile. You magically show up, claim your "brother" told an ex staff member that you were him, and then that he was actually your "brother". Obviously I don't have proof or know the full story here but private profiles shouldn't be part of the ban reasoning.
