All custom content is optional workshop content. This was changed around 2022/23 due to so many CC model requests. Now you only need to download the absolute essentials to connect with means significantly quicker load times and smaller server footprint.
Players would need to either manually subscribe to the workshop collection or enable optional server content in the f4 menu. There's a giant banner to enable it on the f4 menu (it's hidden if you already have it enabled).

The reason this was added is because players would "sell" their models to a friend for like 10 gazillion dollars on an alt and then go inactive. The friend refunds, gets 10 gazillion dollars (owner loses nothing) and they split the money.
Now the money you make is refunded from your wallet rather than the server refunding it for you. If you want to avoid this negative balance, keep at least enough in your wallet at all times to refund players who bought your custom content in case you go inactive.

We don't usually do stuff like this because you can easily just make a new account. There's also the concern that you might change your mind and there's no way to go back. I respect the hustle tho and I hope you make it happen.

You have to actually unsubscribe from the workshop addons before a reset. Some corrupt workshop addons will replace your default hl2 files. Only a reset would fix this.
