Another suggestion: If you detect some people running for mayor and the pd force isn't too strong yet, then you could infiltrate with a squad of hackers before the mayor arrives and demote the whole force. Not sure if this would work well unless you had 4 fully charged hackers depending on how big the police force is, and you gotta get to mayors office in the first place, which would be exponentially more difficult if the mayor is already there with their dupe up. You could also just prevent the mayor from running in the first place with hackers. rig those elections, and show them who runs the streets
