To my knowledge you have had 2 staff members explain this to you already. Pissing on someone does not have an affect whatsoever. Disturbing the peace is generally for Kissing/Micspam or spamming job sweps like clown horn or trumpet. You have plenty of reasons with or without laws that you could fine someone, this is just reaching for extras at this point.

The easiest solution to your problem is to create and develop your own server, then implement your mindset to it. Facepunch ToS covers single player and multi-player, it's for the game as a whole. No its called Tits, the old owner was Sugar Tits. At the end of the day if parents don't somewhat moderate what their children play it is not up to everyone else. Everyone has fun in a different way, if you see this much issue ( which sounds like you definitely won't like at least 70% of the playerbase) with the server as a whole you can do what I mentioned in this reply and the last, and/or talk to Rubik.

When you go down this road you end up getting rid if your player base. The server is 13+ because that is Facepunch ToS. If we make it 18+ we can't verify every single players age other than ask them and hope its the truth. If you find issue with the topics, you can mute players, hide chat box or simply not play. People can discuss whatever they like as long as it doesn't become overly toxic, you are playing a Gmod DarkRP server called 'TitsRP' by the way.
