I get what you are saying like first u join you get Newbie Cop status and you have to get like a certain amount of arrests or something like that to acquire a higher and more powerful set of gear and weapons, this kind of goes along with what I was saying of ranking up for cops

An improved f4 menu, basically listing the jobs and ammo maybe clarifying which ammo each gun takes maybe showing a command section and maybe showing current staff on, all in all just decorating it, because its normal and were not normal
