It's a warning to "back off pal" before getting banned. You obviously did not stop so he went ahead and banned you. You were kicked for reasons like "Racism in anon chat." You know why you were kicked and that what you did is wrong. The MOTD that pops up every time you join (including when you join from being kicked) specifically says not to do that. Could you explain why you continued to do something that you knew was against the rules? As he also pointed out, the MOTD popped up on your screen multiple times.
