hecko and Welcome to my Civil Protection Guide. Here you can find plenty of information to help you become a better Civil Protection Officer. Everything CP can and should do, and how to do it efficiently will be listed below.

I am the Civil Protection, and I'm here to arrest you. You've broken the law. I did not write the law. I may even disagree with the law in some instances, but I will enforce it. No matter how you plead, beg, or attempt to stir my sympathies, nothing you say or do will stop me from placing you in a steel cage with gray bars. If you run away, I will chase you. If you fight me, I will fight back. If you shoot at me, I will shoot back. By law, I am unable to walk away. I am a consequence. I am the unpaid bill. I am fate with a badge and a gun. Behind my badge is a heart like yours. I bleed, I think, I love, and yes, I can be killed. And although I am but one person, I have thousands of brothers and sisters who are the same as me. They will lay down their lives for me, and I them. We stand watch together. The thin-blue-line, protecting the prey from the predators, the good from the bad. We are the Civil Protection.

 

TERMINOLOGY

 

 > AO - an acronym for "Area of Operation", referring to a location that has active units operating on the ground.

 > En Route - on the way to a location

 > Breach - to forcefully enter a location with intent to use Lethal Force

 > Cover

     1. to use a physical object as protection from incoming attacks

     2. to protect another person while keeping a weapon ready / returning fire on hostiles.

 > Point - (on point) being the first or only person to make an approach while staying aware and usually keeping a weapon trained.

 > Forward Area - the area directly in front of where you and/or your squad are facing

 > Danger Zone - also known as a "Hot" Zone, any area/territory that is being disputed via the conflict of gun violence between 2 or more people or groups.

 > Tango - an individual who is confirmed to be an immediate threat

 > District - A unique section of the city

 > Emergency - a serious, unexpected, and often dangerous situation that requires immediate action

 > Encounter - an interaction between CP and a member of the Public

 > Suspect - an individual who is thought to be committing / have commited a crime

 > Victim - an individual who is affected by a crime

 > Witness - an individual who has seen a crime happen

 > Reporter - an individual who reports a crime to authorities

 > Detainment - the temporary holding of an individual by Civil Protection

 > Custody - the secure supervision and holding of an individual by Government (in other words, jail.)

 > Wanted - an individual that is warranted for arrest

 > Warrant - a document that states the reason(s) Civil Protection is interested in an individual

 > Bounty - a fine that is accumulated for Murdering people or Evading Civil Protection

 > BOLO - an acronym for "Be On Look Out", usually used to alert other CP to a wanted individual quietly without warranting them for arrest

 > Contraband - any item that is illegal to possess, particularly, items that create illegal forms of money / income

 > Reasonable Suspicion - A suspicion that someone has committed, is committing, or will commit a crime based on circumstances that would lead any reasonable person to believe that there is a crime that has been, is being, or will be committed.

 > Probable Cause - When a person of authority actually witnesses a crime taking place and therefore initiates an Encounter with the individual(s) responsible for the crime.

CPD STANDARD EQUIPMENT

 

The Civil Protection Department issues several tools that will help every CP to effectively deal with any kind of criminal they come across in the city.

 

 > Armor - to defend against all the dangers of violence.

 > Keys - to lock/unlock the Civil Protection Department's doors.

 > Handcuffs/Finebook - to detain suspects during incidents or investigations of incidents / fine them for their crimes.

 > Arrest Baton - to arrest suspects that are wanted by CP and have Arrest Warrants.

 > Unarrest Baton - to release suspects from Jail that have been falsely arrested or paid their Bail.

 > Weapon Checker - to pat down detained suspects and find any weapons they are carrying.

 > Autowant Baton - to automatically write an Arrest Warrant for fast-paced situations where writing the Warrant manually will endanger the CP.

 > Stun Gun - to Stun uncooperative Individuals and impair their movement.

 > Service Weapon - to defend against Criminal Attacks against CP and Civilians.

 > Nonlethal Stun Grenade - to Stun a group of uncooperative Individuals and impair their movement.

 > "Help-A-Cop" Emergency Backup Teleporter - to teleport directly to a random CP or the beacon of a CP calling for Backup

 > Last Chance Revive System - to give a chance to stay alive for some time before bleeding out and possibly be revived

RECOMMENDED EQUIPMENT

 

These are items that will NOT be provided by the Civil Protection Department, but are good to have, if it is affordable, to become a more efficient CP.

 

 > Bleach - to cure people of Ebola to prevent illness and the spread of it.

 > Med Kit - to heal others / repair any damage done in combat.

 > Adrenaline - to run faster and go to or escape a situation quickly.

 > Speed SWEP - to run extremely fast and move around the city more quickly for patrols.

 > Master Sword - to move around the city more quickly for patrols and chases.

 > Bat Claw - to move around the city more quickly for patrols and chases. Same as Master Sword, only smaller and more compact.

 > Vehicle - to move around the city more quickly for patrols and chases / to transport other CPs to different parts of the city for various reasons.

 > Spiderman Gun - to climb up and move around swiftly on buildings / get to hard-to-reach places.

 > Shadow Knife - to teleport to or away from a situation (Note: Shadow-knifing is KOS, use at your own risk).

 > Extra Weapons - to widen the spectrum of combative ability at different ranges of combat.

 > Blowtorch - to break down building defenses for a much longer time during a raid.

 > Keypad Cracker - to force a keypad to open the door its attached to during a raid.

 > Flashbang - to temporarily blind and deafen potential hostiles during a raid.

 > Smoke Grenade - to create a cloud of smoke for the purpose of cover or hindering hostiles.

COMMUNICATIONS

 

Communicating with your Fellow Civil Protection Officers is one of the MOST important, if not THE most important tools you can utilize when Protecting yourself and the community.

 

Obviously you should use your voice chat button to talk during encounters and especially emergencies, as many CP will not even be courteous enough to do this much, but what about when you are alone and need help with something from other CP?

 

Many dangerous things will happen out on the streets and you will need to communicate certain things as quickly as possible to get the help you need and manually typing out a message in team chat can be a hassle, as well as dangerously time-consuming in an emergency. Luckily CP have a tracking system that includes a panic button that will alert other units of your distress and give them your location. To use this feature, untoggle your mouse cursor by pushing f3 (or your alternative button for it) and click the red flag icon that reads "Call Backup" inside the CP Menu shown at the right side of your screen. Additionally, you can use keybinds to automatically type messages in team chat with the push of a button to describe what kind of help you need and to alert them further if the priority level changes. Examples of this are "NEED BACKUP FOR CP RAID" and "SHOTS FIRED".

 

As CP, it is recommended to have keybinds. To bind these commands to a key go to console by pushing ~ and type exactly what is shown in each line, replacing my keys and/or messages with whatever you prefer.

PROPER USE OF FORCE

 

While there are many ways a CP Encounter can happen, there is a certain template that should be followed whenever possible.

 

 1. Verbal Engagement - At the First Encounter, the CP should always try to be friendly, ask what's going on and question the suspects/victims/witnesses lightly if they cooperate. If they do not, go to the next step.

 2. Verbal Warn - Once it's clear a law has been broken/people are in danger, the CP should verbally warn the suspect(s) to stop doing what they are doing before moving to the next step, unless the suspect(s) become uncooperative.

 3. Detainment - At this point the CP should let the suspect(s) know that they are not free to leave the area and must cooperate with CP to avoid CP using Force on them. Handcuffs may be used to forcefully detain suspects. If detainment is resisted in any way, move to the next step.

 4. Nonlethal Force - Once the suspect(s) clearly resist detainment, it is appropriate to attempt to use the Nonlethal Pistol to stun the suspect and impair their movement, and thus, their resistance.

 5. Lethal Force - If at ANY point, a CP is attacked or witnesses an attack for fatal damage or with a deadly weapon, the CP has the right to use Lethal Force to end the threat quickly. Also, If at ANY point during a CP Encounter, a detained person brandishes a deadly weapon and the officer reasonably fears for their life and well-being or the lives and well-beings of others they can and should use Lethal Force to end the threat immediately. It is NOT reccomended for a CP to use Nonlethal Force on a suspect posing a significant threat to life unless they are in a reasonable position to do so and other CP are present in the Encounter and have Lethal Weapons trained on the suspect at all times during the attempt to use Nonlethal Force.

SPECIAL CLASSES

 

 > Police K9

     * Pros: K9s are smaller and faster than all other CPs, and thus harder to kill. Also Doge.

     * Cons: K9s cannot carry guns or other ranged weapons.

 > Detective

     * Pros: Detectives have a Detective Scanner, a tool that scans evidence left at crime scenes to track murderers

     * Cons: Detectives are weaker than most CPs and not as efficient in combat.

 > SWAT Commando

     * Pros: SWAT Commandos have a Breaching Charge, and 2 Assault Rifles as Service Weapons and is efficient in combat.

     * Cons: SWAT Commandos, first in, first dead, we've seen the movies.

 > Smoke

     * Pros: Smoke has an arsenal of grenades useful for various scenarios, and a Shotgun as Service Weapons.

     * Cons: Not really much to it besides this, and wears an older Uniform.

 > Security Specialist

     * Pros: The Security Specialist can counter-hack devices that have been sabotaged and wake up unconscious victims of crimes.

     * Cons: The Security Specialist has a distinct top-hat which is disadvantageous in combat, has a Semi-Auto Service Weapon, and also is not Uniformed.

 > Judge Gabe

     * Pros: The Judge can accept/deny Warrants if a mayor does not or is not available. Also has a Gatlin Gabe Minigun as his Service Weapon.

     * Cons: Gabe is fat and orange and pretty visible anywhere, making him easier to hit in combat.

 > Juggernaut

     * Pros: Has significantly more health and armor than any other CP. Has a Minigun as a Service Weapon that has extremely high damage and rate of fire.

     * Cons: Always has the aggro and will always be a priority target to hostiles in gunfights. Easy to cause casualties if not trained properly.

 > PD Commander

     * Pros: Has a Tablet with a live feed map of the city that broadcasts the locations of CP's and crimes happening in the City, and can broadcast voice to all CP's.

     * Cons: Looks like he swam in a pool of oil before arriving to work, very very shiny.

 > Mayor

     * Pros: Mayor is the very powerful head of the Civil Protection Department and can override all CP Actions in the city even as far as to change and create laws and fire CPs.

     * Cons: You will not survive.

PATROLLING

 

Patrolling is the first and main job you will be doing as Civil Protection. When you're On Duty as CP, you are obligated to counteract any crimes you see and arrest any and all criminals involved in the crimes, or at least try.

 

The only things you absolutely need for patrolling is yourself, your CPD Standard Equipment, and a decent knowledge and remembrance of the Laws you will be enforcing as a CP.

 

As you patrol the streets, you should be on the lookout for out-of-place activity and follow Proper Use of Force to efficiently Enforce the laws, both default laws and current Mayoral Laws.

 

 • View the Default Laws by typing !motd in the chat box.

 • View the Mayor's Laws by typing !laws in the chat box.

 

If something happens that is out of your jurisdiction and requires Staff, you can also type !staff to see Current Online Staff, and then make a report by typing @messagehere in the chat box.

 

Patrolling with a vehicle or a Master Sword is recommended as it gives the CP an advantage of speed / protection to get to or away from an incident. Vehicles can be used as immediate cover during CP Encounters and if you use the Airtug Vehicle, multiple other people can sit on it at the same time, so you can do things such as distribute CP to different Districts for wider CP Coverage and a faster overall Response Time from Civil Protection, or take backup to a raid location or emergency, or even just patrol with a single partner, maybe a K9 Unit, or do ride-alongs with Civilians. Master Swords and similar Jump SWEPs can be used in tactical and patrol situations to gain an advantage of being harder to find or hit, especially when in danger.

COLLECTING BAIL

 

A great way to interact with the community and also to make fast money as a CP is to setup a Bailout Operation in the jail of the PD. A Bail Operation is a system where suspects that are in custody can pay money for an early release. If a Mayor or Judge is active you may want to make sure they are okay with the operation before setting it up, to avoid it being forcefully removed.

 

The best way to set up a Bail Operation is pretty simple actually, so this is an excellent job for newer CPs that do not have much experience or money.

 

1. It is recommended that you make a fading door for the jail door so that other CPs cannot interfere with the operation, unless PD as a whole already has 3 Fading Doors, or a Mayor disallows it. If a Mayor disallows it, you can be fired and have it forcefully removed for noncompliance.

2. Post a sign or signs in the jail and/or cells informing prisoners of the option to bail including a price, such as one that says "$1000 to Bail Out of Jail. Only $500 with Confession." or etc.

3. When someone is arrested, talk to them and ask if they'd like to Bail Out of Jail and inform them of how much it is as they may not see the sign(s). Another good tactic is to give them the option to only have to pay half of the price of Bail if they admit to their crime(s). This will help get people who don't want to bail to want to bail, so it's mainly for higher Bail amounts.

4. If they do want to Bail and they pay the price, unlock their cell only and unarrest them after you pick up the money and see that it is the correct amount. If they don't pay, let them serve their time. If there are multiple prisoners in a single cell and not all of them are Bailing out, be sure to use Nonlethal Force only to keep them under control if they try to escape or etc.

 

 

Recommended Bail Price is $1000 (1k). NOBODY will pay more than $5000 (5k) and MOST will not pay more $1000 (1k) so 1k is the sweet spot. It stacks up, trust me.

BOUNTY HUNTING

 

Bounty Hunting is one of the easier tasks you can choose to do as a CP, as you will already be able to identify a target who you're looking for, rather than patrolling and watching for suspicious activity. Bounties are fines that are owed to the Civil Protection Department and are accumulated by people who have killed someone else or were previously wanted by Civil Protection but managed to Evade CPs until their Arrest Warrants expired, and etc, and the higher the Bounty Amount is, the more the target has done as such, which means the targets with higher Bounties are more likely to be dangerous.

 

However, you should be advised that Civil Protection are not the only ones looking for these people. There are private Bounty Hunters that will attempt to steal your targets from you, and they want them punished a lot more than CP do, and are paid extensively more for doing it, as they are simply murdering these people. This is completely illegal, unjust, and unfair to the suspects, although maybe not always undeserved. If you catch anyone rustling around in your or another CP's pockets, arrest them immediately, or shoot them if they try to get away. And of course, if you see unwarranted violence occurring, try to stop it!

 

To Work Bounties:

 

 > You can check Bounties by pushing F3 to untoggle your mouse and clicking the Green Icon in your CP menu. These names are the Civil Protection's Most Wanted offenders.

 > Pick a Target from the Bounty Board and remember their name.

 > Hold down the TAB button and scroll until you Identify your target's name in the list, then click on their name to keep it open in TAB Menu. This way you can identify what the target looks like based on their job.

 > If the target happens to be a CP, you can simply remove their bounty by setting it to 0 for the reason "CP", as CPs cannot fine or arrest each other and doing CP work is another way they can choose to pay off their debt if they had one before joining CP. Also some CP's Bounties are false if the CPs had valid reasons to kill the people that they did.

 > You can change a Bounty by pushing F3 to untoggle your mouse and clicking the Gold Icon in your CP Menu, and then after finding the target's name and clicking it, type a reason and amount. Setting a Bounty to 0 will remove the target's Bounty and also remove the target from the Bounty Board after it updates again.

 > After you have identified your target as valid, you now just have to find the target. Patrol around looking for that specific job or name, and keep their name tabbed to check if they switch jobs.

 > Also be aware that everyone will not be on the streets all the time. Check bases for the target name as well. You may warrant targets for their Bounties if they refuse to come outside unarmed and pay their fines.

 > If you do find your target on the street, approach them as you would any other person in any other encounter, and act normal. If you rush them or they sense you are out to get them, you WILL scare them off and have to chase them. Follow Proper Use of Force and attempt to make a peaceful Detainment/Arrest of the target. If they resist, you will know what to do based on Proper Use of Force.

 > If they pay the fine, they are free to leave and should no longer be encountered by CP until the next time they commit a crime.

 > The Target's Bounty should be set to 0 and thus removed after any successful Bounty Hunt, indicated by these reasons: "Paid Fine", "In Custody", or "Killed during CP Encounter", so make sure to check their bounty again after the Encounter in case it didn't automatically update.

RAIDING AS CP

Some people have a hard time interacting with others and stay at home, which is fine except that some people are up to some pretty illegal stuff. Even the nicest looking house on the outside could be home to hardened criminals and gang-bangers harboring illegal guns, drugs, and money-printing machines, the 3 major food groups of Law Enforcement. When the time comes, you will probably end up raiding some people as CP, and you will want at least a basic idea of how to do this well.  > Buildings can be raided by CP for a variety of reasons, including but not limited to reasons such as the the suspect: Having a Bounty, Having Printers, Having Drugs, Committing Crimes before or after entering the building, Shooting outside of the building, Shooting inside of the building when all guns are illegal, Modifying weapons, Having Processors, Being Wanted, Evading CP, and etc.

 > The first thing you should do is open chat box near the building to scan how many people are inside quietly. This will help you determine the threat level. Then check the door for their party and see if anyone associated with them is not currently around.

 > Get away from the building, then push F3 to untoggle your mouse and click the Red Flag Icon in your CP Menu to call for Backup and send your location to other CPs.

 > Wait for Backup. If no one shows up, try sending a message with an Emergency Phone, which will also send a beacon, or send a message to all CP by typing /cr message in the chat box and include details of your location in the message.

 > If you were able to get backup, assign somebody to be on point and watching the main entrance. If there are other entrances to the building, assign people to get ready to breach different entrances to create a flanking opposition to the suspects. If there is only one door, assign one person to batter the building while everyone else covers the entrance with guns trained on it.

 > Loudly and Clearly announce that there is Civil Protection outside, and that everyone inside needs to come outside, one at a time, unarmed, or else they will be raided by CP and anyone with a weapon will be shot on sight if necessary. You may find yourself surprised how many people will cooperate with these orders, so it's good to try.

 > If they refuse to cooperate, enact your breaching plan.

 > Stay in cover, even while breaching, until the forward area is cleared of danger. Swap in and out of cover to fire your gun and/or batter the building.

 > When a forward area is clear, check left and right from corner to corner, twice, before moving up to the next danger zone. Clear all floors, bottom to top, and announce when a floor or are is cleared so that other CP's don't waste time.

 > You can try to detain anyone who is not an active threat, but you can also just shoot on sight for their non-cooperation before the raid began. Officer Discretion and all.

 > After the entire building is cleared, collect and destroy any and all forms of contraband

 > Leave the area, and if you are courteous, type /advert CP Raid on (name of person raided or District or something) is Over. (You can go back now.)
