A timer and cooldown for lockdown

Correct me if I'm wrong but didn't Succ or Sewer add a rule like that recently? But I'm still +1

The best way to do this would give a lockdown a 10 minute cool down and then for the AOS thing is to give the players a cop issued timer of 10 seconds to get inside wether that be a store or their own house.

Honestly, there never should be an AOS if outside lockdown anyway, in what scenario is it really necessary to have people arrested for playing the game, the lockdown should serve nothing more than something to bolt the doors to secure the PD, not as a tool for cops to go on what is essentially a MRDA rampage.

I could see AoS Outside lockdowns making sense during terror attacks or revolts, but not a whole lot else beyond that.
