From what I best understand is that a raider has to have clear intentions to steal the base from any entities when raiding any building/PD/Bank. The problem I have with your situation is that you killed me and another person and said something along the lines of "I just wanted to kill those two, I am done raiding" You later admitted in a sit that you were friends with the owner. That isn't considered raiding if you are killing people who are welcomed into your friends base. I have made a mistake and I owe you an apology. Please keep in mind that I was only acting from what I understood that was apart of the rules and I was without a doubt misinformed.
