As I've been told by multiple staff members that you can arrest people if they have a bounty, this method has been used by a well known Member "Skadop" as well. It can be confusing as you are supposed to fine him then if they chose to not pay they would get sent to jail. +1 for change to note as you have no priors for RDA. I asked him to appeal the warn as he did RDA but if other staff misinformed him they would be able to chime in and clarify what was said to correct the issue. You absolutely should not get penalized in anyway for this. I am + 1 for this appeal. If anything your warn should be changed to a note stating that you have been properly educated on it, but it shouldn’t even be a verbal IMO.
