This guy is not cheating, there's nothing that points to him aim botting. 

He hit 0 shots, he's following a white dot that shows exactly where the player is even though walls + the video doesn't indicate any sort of aim features or even ESP at all. 

Also, with the clips added with the snapline showing him aiming slightly down is a normal thing since hes looking at a world entity like a window or a wall, you can test this yourself and it will do the same exact thing.
