Think about it like this, your base if it's inside the water is technically inside the carb's water making you subject to them killing you. The base might be public to others but you are tresspassing in the crab's water. I didn't read any of the posts just what I think about it

Was the base in question made by a hobo with a clearly visible sign indicating it as a public place base?

 

I thought a building was considered a public base if it didnt have lock doors or fading doors, im pretty sure there was a ban appeal before discussing it being something like that.

 

I'm pretty sure there was a rule about that.

 

A public place is a place with open doors such as a restaurant. For your base to be considered a public place, you must place a sign indicating it as a "Public Place." You may not have money-making entities inside/it will be treated as a building sign. If the place does have closed and locked doors and the owners refuse to let you in that room, the place is considered raidable.

In addition, if the base wasn't made by a hobo, it was invalid in the first place. Unless there are ownable doors underwater that I am not aware of...

Right, so now we know it was literally in the water.

In that case I'm going to go ahead and authorize an unban. If people are standing in the water and there's nothing stopping them from being able to kill them (no public base sign, +base wasn't valid in the first place), there's no reason for this fool to be banned.

 

You can't make a base in the water in the first place unless you're a hobo and if you're making it "public" you're inviting the damn crabs in! Until we get a word from neko or sugar, you're assuming the risk by building in the water.

 

No fault to the banning staff, this is a weird situation.
