NLR Rule

I was pulled into a sit for breaking NLR, I was killed in a pd raid in the jail cell area, 7 minutes later the raid was over and that same player was outside the pd in the middle of the street. There were laws saying weapon checks were legal and weapons were AOS/5k fine, so after I weapon checked the player I handcuffed and fined him. A minute or 2 later I was brought to a sit with Senior Mod Broken, I was told it was breaking NLR for arresting him for a totally different rp reason, when I asked what the difference would've been if he was shooting other people or killing cops in that same spot he was unable to answer. About 10 minutes later of trying to get him to explain it he just said it's the rules and that they are going to be changed soon, but I still can't understand why I was pulled into a sit regarding it. He told me to make a forum post, I have no idea why, but it is total bullshit that me arresting the same player who killed me 7 minutes prior is considered NLR even though it had nothing to do with my death or the PD raid. Hopefully you guys change the shitty NLR rules.
