The man who we NLR'd had RDM'd my friend multiple times and was trying to annoy/anger him in order to get him to breach the rules, it is important to note that the first time the NLR happened, he did not report us in order to wait until more breaches to get us banned instead of warned. the man in question was not banned/warned at all due to his friendship with the only moderator online at the time (GoatNuts)

The man who reported me has RDM'd my friend several times and was not punished. The first two times my friend was passing by the street he was gunned down by him with the justification of a "no loiter sign" (the sign read "5< seconds, my friend stood there nowhere near close to that time.) the third time my friend was inside the PD lobby (allowed by the law), the guy apporached him, asked him if "he's good", when my friend replied with "yes" he was promptly gunned down.
