Wow, unacceptable. I'm impressed that you actually caught them in the act grape. -1 for appeal. I had seen other cps do it before i didnt know that it was exploiting if had known that i would not have done it peirod It was pretty obvious not to do, if you saw someone else doing it you should have called an admin and asked if it was ok, they would have said no and banned those people instead.
