How about instead of giving everyone a surrender swep we make a job called negotiator and it has the surrender swep. it can enter the PD without being arrested and can negotiate about laws or prisoners. +1 for a new job -1 for giving literally every job a new swep I personally don't think this suggestion will be accepted any time soon
