Pet and Master Pet rules

I think they should be allowed to have entities or base outside. There's no specific rules against this, so this would just be a permission slip in the updates. I would love the following for the pet job:

1. Ability to base outside (build on sidewalks or somewhere else)
2. All animal jobs should have access to all models: german shepherd, doge, pokemon, stuff like that
3. The abilities to drop items from inventory, even though they aren't allowed to use weapons
