[Change color of ICU dot/Bounty Hunter dot]

Having a red dot overlap with mostly brown/red environment is somewhat difficult for me to track, Having a RGB selection for the target dot in the help menu would be a small QOL addition.

[Bounty Hunter Target Reset after Paying Fine]

Description:

Active bounty target is cleared/reset or red dot and target name disappear from screen.

How to reproduce:

Pay fine at PD screen with active target, the target is cleared from the bottom right of your screen and red dot.
